Quick answer
For everyday Dutch rain, look for a waterproof rating of at least 5,000 mm, fully taped seams, and a roomy cut that fits over a jumper. Then check what makes it repel water: PFAS — the “forever chemicals” used in many water-repellent finishes — are being restricted across the EU, and PFAS-free rainwear that works just as well already exists.

In the Netherlands, rain gear isn’t seasonal equipment. It’s a hallway fixture — on the peg by the door from September to May, on the back of the bike seat, in the daycare bag. Which makes it one of the few children’s garments where the technical details genuinely matter, and one of the most confusing things to shop for. Two jackets can look identical and behave completely differently in a downpour.
Here’s what the numbers on the label mean, where rainwear actually fails, and why the chemistry inside the fabric is changing right now.
What the waterproof number actually means
That “5,000 mm” on the swing tag is a hydrostatic head rating. The fabric is stretched under a sealed tube of water, and the number records how many millimetres of water it holds back before the first drops seep through. Higher number, more pressure it resists.
Under the British standard, 1,500 mm is the minimum that can be called waterproof at all — which is fine for a five-minute dash, not for a school run into a headwind. As a rough guide:

The second number to look for is breathability, usually given in grams of water vapour per square metre over 24 hours. Around 5,000 g/m² is a sensible floor for children, who generate heat quickly and then get cold standing still. A jacket that keeps rain out but traps sweat in leaves a child just as damp — and much crosser.
Where rainwear actually leaks

Rarely through the middle of the fabric. Almost always through the construction.
- Seams. Every stitch is a hole. Taped seams are heat-sealed from the inside so water can’t travel through the needle punctures. Without them, even a 15,000 mm fabric will wet through along the shoulders in sustained rain. “Fully taped” beats “critically taped” (only the main seams).
- Cuffs, hems and the waist gap. This is the case for a one-piece suit rather than separates for younger children: no middle to ride up, nothing to seep in at the waist when they sit down in a puddle.
- The hood. Loose hoods funnel water down the neck. Look for adjustability — and, on anything worn on the bike, check our notes on cords and loose parts near the neck.
- Knees and seat. Reinforced panels are the difference between a suit that lasts one child and one that lasts three.
The PFAS question — and why 2026 matters
Waterproofing usually works in two layers: a membrane or polyurethane coating that blocks water, plus a surface finish called DWR (durable water repellent) that makes droplets bead and roll off. For decades that finish was made with PFAS — per- and polyfluoroalkyl substances, nicknamed “forever chemicals” because they don’t break down in the environment or in the body.
A 2024 study led by Arnika and IPEN with partner organisations tested 72 clothing items from 13 countries. Forty-six of them — 64% — contained PFAS. Of 56 outdoor jackets tested, 35 were positive, and the most commonly found substance was PFOA, which is already banned internationally. Most of those jackets were marketed for children.
The regulatory picture is shifting quickly. The EU adopted a PFAS restriction in September 2024 that phases in over several years, with clothing, accessories and footwear covered from 10 October 2026. France’s national law banned PFAS in clothing textiles and footwear from 1 January 2026, and Denmark’s ban on PFAS in clothing and footwear applies from 1 July 2026.
The encouraging part of the same study: 21 of the water- or stain-repellent jackets tested contained no PFAS at all. Effective PFAS-free rainwear is not a compromise — it already exists. If a label doesn’t say, ask the brand directly. “PFC-free”, “PFAS-free” and “fluorine-free DWR” all point the same way; silence usually doesn’t.
Buying it once: size, fit and care

Rainwear is the one category where sizing up is almost always right. A suit needs room for a jumper underneath in November and a t-shirt in April, and a generous cut buys you a second season — the same logic behind oversized fits generally. Roll the cuffs and hems in year one; let them down in year two.
Two care habits keep it working. First, wash it — counterintuitively, dirt and detergent residue break down water repellency, so a rain suit that has stopped beading is often just grubby rather than finished. Use a gentle wash, no fabric softener, and follow the care label. Second, reproof when beading stops for good, using a fluorine-free spray or wash-in treatment.

What does “taped seams” mean, and do I need it?

My child’s rain jacket has stopped repelling water. Is it ruined?
Probably not. Water repellency drops when the surface is dirty. Wash it according to the care label without fabric softener first; if droplets still soak in rather than bead, reproof it with a fluorine-free wash-in or spray treatment.
Can I buy kids’ rainwear second-hand?
Yes, and it’s one of the better second-hand buys — check that seam tape hasn’t peeled inside, that zips run cleanly, and that the fabric isn’t cracked at the knees. Repellency can be restored; delaminated coating cannot.
